Overview
The Risk Oversight Team is responsible for providing a second line of defense oversight of the Laws, Rules and Regulation (“LRR”) Risk framework. by ensuring the correct implementation of the Laws, Rules and Regulations Risk Management Policy and associated Standard.
Compliance Assurance (“CA”) supports the Compliance strategy through the delivery of a continuous programme of risk-based assurance activities across each of the three core entities, with CA teams aligned to each covering Conduct, Financial Crime, Reputational and LRR risks (collectively, ‘Compliance Risk’). CA has a global presence, with operations in America and across Asia-Pacific and EME.
CA is an independent, second line of defence team, providing assurance on both business processes and, where required, Control functions, including the Compliance function itself.
Assurance activities are undertaken through CA reviews that assess and report on Compliance risk management, behaviours and attitudes, including through reference to the level of compliance with applicable regulatory, legislative, and Compliance Policy requirements. CA reviews measure a combination of the appropriateness of process outcomes, the strength of the associated process control environment and the effectiveness of overall risk management across the various entities (BI, BUK and BX). In particular, this will usually involve assessing the design and operating effectiveness of process and system controls to mitigate compliance risks and driving remediation actions to close identified gaps.
CA’s coverage is Group-wide and global, and includes all aspects of the retail (BUK), wholesale (BI) banks, and the shared service company (BX). Further assurance is provided through risk issue closure validation.
Through influencing positive behaviors and adding value as a result of reviews, the role holder will be responsible for enhancing the compliance culture within the organization in a manner consistent with the company values. This will include formal stakeholder engagement and management at all levels of the business, the effective influencing of business decisions and the identification and escalation of risk issues if appropriate.
Responsibilities
The Director will be responsible for:
- Leading and coordinating LRR Assurance Reviews, focussing on compliance with the LRR Policy
- Building, leading and managing the individuals aligned to the LRR Assurance team in the UK and USA
- Building, owning and overseeing the execution of the LRR element of the annual CA Assurance plan; and approving (where applicable) assurance documentation (incl: review scopes, testing outcomes, work papers (including documentation of results) and draft / final assurance reports)
- Delivering the CA strategy
- Contributing as an active member of relevant CA leadership and management teams, influencing and making decisions in support of the whole CA function
- Managing relationships with key stakeholders across all entities, including the wider Compliance function
- Developing, supporting and providing guidance to team members and peers within the wider CA team by sharing best practice and promoting a ‘one team’ collaborative culture.
By delivering these responsibilities, the role holder will contribute to the development of business risk management capability and culture by constructively challenging its on-going effectiveness and identifying opportunities for continuous improvement.
Essential Skills/Basic Qualifications:
- Excellent interpersonal skills, with ability to be proportionate, pragmatic and resilient. Confident and positive individual able to communicate with clarity and purpose both in written and verbal formats
- Proactive, adaptable, well-organised, collaborative and able to prioritise work and commitments
- Able to work in an agile way
- Proficient in Microsoft Powerpoint, Word and Excel and experience coordinating meetings and forums.
Desirable skills/Preferred Qualifications:
- Development and execution of testing strategies to assess control environments as part of a business or control function, internal or external audit role/function, or as part of a risk management function
- Experience in supervising junior team members
- Ability to lead others and deliver assurance reviews to a high standard
- Experience and knowledge of Compliance risks, and an understanding of the conduct and financial crime regulatory requirements that affect globally
